      I do understand the mandate and your point very well but I think the NCAA has become the perverbial face of college sports so they are kind of responsible for discipline in general. As well as I'm sure no one saw something like this happening when they wrote the rules

      They are only responsible for that which they have been given power over. The member schools can give more responsibility should they choose, but the NCAA is in no position to take what it wishes. Taken to a higher level would be our Constitution, but then we see how well that has worked in so far as government not usurping more power then afforded.

      But the NCAA has become the governing body of college sports

      The NCAA cannot become anything. Its power is limited to that which its member schools give it. But no point beating a dead lion, that will be done tomorrow!!

      Might be that this one knocks Paterno off as the winningest college football coach of all time. If they vacate the wins, then I assume Eddie Robinson takes over at the #1 spot again.
