Measuring arms do both, but take importance of measuring unflexed cold, that's your natural size is it not? Measuring flexed gives inconsistency, you can definitely flex a bicep more than you can flex your calves. And generally they should be the same size if you want correct proportions. Measuring arms Very good article indeed if you are tracking your stats But on the otherhand I want to emphasize that when somebody says they have 17 inch arms it is generally speaking cold flexed. Hope that clears it up :O
