      39 year old who just can't lose body fat % or gain more muscle! Help!

      Don't isolate muscle groups. You aren't big enough to worry about that yet. You want big compounds. Look for Rippetoe Starting Strength or Mad Cow, something like those routines. Eat bigger, much more protein. Keep up the tennis that'll help stop too much fat coming on.

      The simple way is to bulk up then cut. A lot of people will tell you that you can't build muscle and lose fat. They're wrong, it's not impossible just very hard.

      Good to see you've left your job behind, that'll save you a lot of hassle on this forum.
