I'm at 5'4 and 122.2 now and I've been there for the past week and a half or so :/
I eat pretty clean, I'm taking in 13-1400 calories a day, mostly clean . I always make sure to hit my protein requirements. I don't really count fat/carbs, i just try to keep fats low

a typical day for me would be
      2 egg whites , 28 g ff cheese , 2 slices turkey bacon in a low carb pita - 165 cal

an apple and a weight watchers string cheese - 120 cal
for the past few days I've been having a fiber one cookie - 90 cal but i don't think i'm going to purchase them again because i feel guilty about eating them

4 oz of teriyaki chicken or turkey grilled in a pan with olive oil pam and 28 g ff cheese in a low carb tortilla - 235 cal
      or
4 oz of grilled chicken or turkey, 1 1/2 tbsp bbq sauce , 2 slices of turkey bacon and 28 g ff cheese in a low carb tortilla - 295 cal

      pre workout
      nature's valley oat bar

      post workout
1 cup ff greek yogurt , 1 tbsp natural honey , 1/4 cup finely chopped walnuts - 360 cal

dinner - usually the same as lunch for the most part

and if i have calories left over i'll eat something small

I also try to do cardio 2x a day. sometimes i'll do a fasted spin class for 40 min or bike ride for an hour in the morning or I'll go on the elliptical fasted for 20 minutes if i decide to go to the gym and after i lift in the afternoon i walk on a 15% incline for 20 minutes at 3.5-4.0 mph

what am i doing wrong ?

      Maybe this: http://www.bodyrecomposition.com/fat...-fat-loss.html
Tons of activity combined with an already huge deficit can fuss stuff up

      Maybe inaccurate calorie tracking.

Also, feeling guilty about eating a 90 calorie cookie is as orthorexic as it gets.

Ok, well it's really one of three things:

      - You're making a mistake counting calories.
      - your metabolism has slowed drastically.
      - you have a rare medical condition.

Could also be water retention from excess sodium/carbs.

Try reducing calories to 1200 and decreasing workouts, especially intensity? Hormones might be messed up if you're overtraining while on a caloric deficit.

I notice, when I start working out too hard and enthusiastically it's hard for me to lose weight, because my body wants to grow, not get smaller. Then on a calorie deficit I will feel awful, and get very hungry, and tired.

you're more than likely not accounting for your cardio into your diet? if you're running for 30 minutes you need to be eating 300-400 calories more, not doing this could put you into a severe deficit and in result cause your body to hold onto fat stores due to the drastic deficiency... if you're maintaining a 500 calorie deficit YOU WILL lose weight.

As other have said drop your calories, 1400 at 122 is fine if you are very active, but if you work an office job and workout an hour a day then 1200 might be more appropriate.
